The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the "Socio-Economic Inclusion of Extremely Poor Internally Displaced Persons and Residents of Host Communities, Puntland" (SEIPP) Project. SEIPP supports the Ministry of the Interior, Federal Affairs and Democratization (MoIFAD) and implementing NGO partners in increasing the social and economic resilience of extremely poor displaced persons and host communities in and around Garowe, the administrative capital of Puntland. SEIPP reaches a total of 700 participating households, which receive support through coaching and mentoring, as well as the preparation of livelihood roadmaps created individually with each household. Each roadmap consists of defined goals and milestones for the graduation of the household from (extreme) poverty. SEIPP disburses conditional cash transfers of USD 60 per month to beneficiary households for a minimum of nine months. Conditionally linked to the cash transfer, SEIPP supported households in establishing and running savings and loan groups (Village Saving and Loan Associations, VSLA). To increase basic skills, households took part in the literacy and numeracy training. GIZ now seeks a contractor to manage the SEIPP programme in the following areas: 1. Strategic advice and project management; 2. Training and capacity development; 3. Employability and linkages with job markets, and 4. Monitoring, evaluation, and learning. The contractor will work closely with the implementing NGO partners, and in dialogue with the SEIPP technical team. The contractor contributes to achieving module indicators, outputs, and output indicators through the implementing partners. Starting in 2024, the contract will last approximately 1.5 years. As part of attempts to design durable solutions for IDPs, the contractor will support GIZ with the implementation the holistic "Graduation Approach" as a standard procedure to achieve sustainable social and economic reintegration of internally displaced persons and host communities. The contractor will support SEIPP in the further development of the Graduation Approach. This includes advancing measures to enable project beneficiaries to "graduate" out of extreme poverty after the intervention. Targeting displaced households and host communities aims to limit tensions and unlock positive economic relations between the two communities.
