As a research and development service, the contract is excluded from the scope of public procurement law (cf. § 116(1)(2) GWB). The technology supported by this effort is Express, a minimal and flexible web application framework for Node.js that encompasses nearly 70 libraries across three GitHub organizations (ExpressJS, PillarJS, JSHTTP). It provides a robust set of features for building web and mobile applications, enabling developers to implement functionalities such as routing, middleware, and session management efficiently. Known for its simplicity and speed, Express is a popular choice among developers for creating scalable and efficient applications. This framework supports a wide array of Node.js versions and is backed by a large community, ensuring continuous improvement and wide adoption. Express serves the public interest by enabling efficient, scalable, and secure web solutions that facilitate communication, commerce, and education. By providing a reliable and easy-to-use platform for developers, it helps in the quick deployment of web services that can scale to serve millions of users globally, thereby supporting economic growth and digital innovation. Its commitment to maintaining compatibility with all Node.js versions ensures long-term stability and security, crucial for sustaining essential services and protecting user data. As part of the OpenJS Foundation, Express.js is uniquely positioned as a major framework in the JavaScript ecosystem that isn't backed by corporate interests (ex. NextJS), ensuring community-driven development. Its importance is underscored by its vast adoption in building APIs and web applications across industries. The proposed enhancements to Express are designed to address pressing issues such as security vulnerabilities, technical debt, documentation, performance improvement and community engagement. Specific initiatives include implementing cutting-edge security practices aligned with the Open Source Security Foundation, releasing the long-awaited Express 5.0 to improve functionality and security, and revitalizing community governance to bolster contributor involvement. These efforts are complemented by technical overhauls like automating npm releases and optimizing Node.js version integration, aimed at modernizing the infrastructure and ensuring its compatibility across diverse applications. The project is divided into 9 milestones. The milestones include research and development work that addresses the aforementioned issues related to Express.
